This appears to be a web navigational tool that has either gathered/input info by hand, or automatically gathered it. Either way, it seems to be a VERY robust tool that guides the user through a series to screens to help them learn what services they have available to them. There "may" be some way to download some kind of user-software that helps the user "match" to the correct services. But it's not clear how that works. To just see the web pages, follow these instructions:

1. In the upper left, click on "Contents". A directory "strip" (window) should expand on the left hand side of the screen.

2. Then choose "benefit programs" from that left hand strip/window.

3. Then choose "state specifics", which is just up from the bottom of the list of options in the left hand strip/window.

4. Then choose your state. Now focus on the right hand window. And follow various buttons to find services that are related to your situation.
