We are seeking candidates on behalf of The Pan American Development Foundation (PADF). PADF empowers disadvantaged people and communities in Latin America and the Caribbean to strengthen their communities and civil society, and prepare for and respond to natural disasters and other humanitarian crises, thereby advancing the principles of the Organization of American States. Again, please note that English and French language fluency is required.

Position: Country Director
Location: Haiti
Start Date: Immediate, this is an existing position

General Description: PADF seeks a creative, committed, and skilled leader to energize and revitalize its longstanding organization in Haiti. International development experience is a must, along with a strong sense of mission, a flair for leadership by example, and a style that fosters teamwork, a shared sense of purpose, and a focus on excellence. PADF seeks a leader interested in achieving the best results possible, while fostering local ownership, professionalism, and new opportunities that will define and lead the organization into the future. This leader must be able to work in a difficult environment, able to meet physical demands of a fast-paced organization, and the psychological demands of working in a post-disaster country, in three concurrent areas of work: 1) ongoing sustainable development programs; 2) recovery and reconstruction programs; and 3) building a long-term program that is both strategic and sound for the challenges that face Haiti post-earthquake.

Job Purpose: Through exceptional leadership, vision, and strong management skills, the Country Director maximizes the organization’s accomplishment of its mission in Haiti by:

1) forming and leading high-quality teams of expatriate and national professionals;

2) ensuring excellence in all its programs by delivering results to beneficiaries and donors;

3) ensuring transparent and well-functioning financial and administrative systems;

4) building positive and lasting relationships with all stakeholders, including partner groups, donors, government agencies and officials, and other key decision-makers in Haiti and the international community;

5) establishing PADF as a leader of choice in Haiti known for its technical excellence, its understanding of the local context, and its consistent delivery of sustainable and high-quality results.

Essential Functions

1. Delivery of high-quality, sustainable development programs that benefit the Haitian people by fostering strong program teams accountable for their outcomes; incorporating into each program effective monitoring and evaluation systems; managing workplans, measurable results, and timely delivery of services; and providing teams with effective support services, such as administration, procurement, and financial systems that facilitate programmatic results.

2. Establishes and implements transparent, well-functional administrative and financial systems by communicating the role and function of the systems team as facilitators; creating systems that demand excellence, transparency, and efficiency; building even better communications linkages for strong integration with HQ and donor reporting requirements; empowering teams to be accountable for results.

3. Promotes local, national, and international partnerships to improve and sustain outcomes by representing PADF before donor agencies; develops new and creative development solutions in conjunction with partners; develops new funding opportunities to carry out programs and activities in service to the Haitian people; and builds trust and promotes integrity with local partners to ensure long-term program success.

4. Strengthen and empower professional team members by respecting and applying knowledge of and sensitivity toward Haitian work and life culture; building on team members’ strengths, promoting an organizational learning culture of inquiry and feedback; and fostering esprit de corps at all levels of the organization.

5. Documents and disseminates results internally and externally by ensuring that each program’s results are documented and communicated; collaborating effectively with HQ’s communication team; articulating the expectation and providing training to work teams on how best to communicate with colleagues in and outside of the organization; promoting PADF as a partner of choice, based on results and excellent work relationships with others.

Experience:

· Minimum 10 years of prior progressive managerial experience with a proven record of success in international development programs that were in challenging and complex environments.
· Experience in strengthening systems of internal control, financial management and compliance with donor requirements, particularly USAID, CIDA, and the World Bank. USAID/USG experience is required;
· This is an Expat position requiring Multiple Country Experience in international development aid context;
· Haiti experience especially useful;
· experience identifying and development of new project opportunities and preparing project proposals; successfully negotiating with donors;

Education: Certifications; Registrations; Licenses—A Master’s Degree or Professional License is highly desired.

Language skills— Excellent oral and written communications skills in English and French is required; Creole a plus. Spanish fluency is also strongly desired.

Physical demands—The Haiti office is currently working seven days a week, twelve hours a day. This pace is expected to slow down as the situation in Haiti stabilizes, but the hours will remain long.

Working conditions—PADF has modern air conditioned offices with a good internet connection. The Director will be housed in a modern house. However, living conditions in Haiti are difficult.

Work schedule demands—The Haiti office is currently working seven days a week, twelve hours a day. This pace is expected to slow down as the situation in Haiti stabilizes, but the hours will remain long.

Work location requirements—The Director will live in Haiti. PADF considers this to be an unaccompanied post. Exceptions could be made depending on the individual circumstances of the partner.

Travel demands—The Director will be expected to frequently travel to the field where lodging is very basic. The Director will also travel to Washington and the Dominican Republic as needed.
