About Project St. Louis
Following an EF-4 tornado that affected the Midwest region during the evening of Friday, April 22, All Hands is announcing its first US-based disaster response project of 2011 in St. Louis County, Missouri. The project is currently slated to be a one-month deployment and will begin on Sunday May 1, 2011. Since Monday, an All Hands assessment team has been touring the northern communities of St. Louis County where at least 10 municipalities received violent winds of 200 MPH along the tornado's 22-mile path that tore off roofs, toppled large trees into homes and buildings, and downed power lines causing impassable roads and tens of thousands of residents to be left without electricity. Initial reports from government officials estimated that 2,700 homes had been affected with a significant percentage receiving major or irreparable structural damage.
After visiting the affected areas and speaking with multiple government and non-profit disaster response partner agencies, All Hands has determined that there are significant and meaningful ways in which we can offer our support and resources to contribute to the community response and recovery effort. In support of the "unified coordination effort" being led by local partner AmeriCorps St. Louis, All Hands anticipates assisting in several ways. Our volunteers' flexibility and ability to provide a "surge capacity" in conjunction with other local and state agencies already engaged on the ground is a welcome addition to the unified response.

Our friends and fellow National Voluntary Orgnizition Active in Disaster (VOAD) member NECHAMA Jewish Response to Disaster linked up with our assessment team in Missouri several days ago. While evaluating the extent of the damage, needs of the community, and climate for our involvement in the response and recovery, All Hands and NECHAMA also developed a specific action plan for joint operation in the greater St. Louis area. We look forward to working closely with NECHAMA in the coming days and weeks.
We have collaborated several times with both AmeriCorps St Louis and NECHAMA during previous projects.and look forward to being a part of the team here in Greater St. Louis. Project St Louis also marks our return to Msissouri having responded to a tornado that struck Newton County, MO in 2008.
Our involvement:
The bulk of the needs and work we will address revolve around tornado debris cleanup. Volunteers working with All Hands can expect a combination of one or more of the following:
◦Working alongside or leading both skilled and unskilled volunteers
◦Assisting with the intake of homeowner needs assessments and or neighborhood canvassing
◦Debris and tree removal
◦Deconstruction of homes damaged beyond repair
◦Tarping and minor repairs of damaged roofs
Should the capacity and capability exist when our available volunteer pool, we may have the ability to expand our programs to include substantial roof repairs and roof shingling. As always, we will keep an open mind and continue to listen to the community and potential other needs that may arise as longer term recovery takes shape.
A local Lutheran church has graciously opened their doors to us and is providing facilities for volunteer housing in the affected area.
Special circumstances: Due to the heavy volume of extreme weather in the State of Missouri and around the USA, the potential for All Hands to engage with additional communities or possibly deploy satellite projects could be realized as we establish our operations in St. Louis and learn about needs in other locations.
