The first counties to begin D-SNAP are the eight counties that were designated for individual disaster services April 28, 2011. Those counties are Cullman, DeKalb, Franklin, Jefferson, Lawrence, Marshall, Tuscaloosa, and Walker County.
The remaining 33 counties that received a federal disaster declaration will operate a D-SNAP program in the upcoming weeks.
To qualify for the benefits, residents must apply in person or have an authorized representative apply for them. Applicants must have disaster damage to their homes, loss of food, expenses related to protecting their homes, or lost income as a result of the disaster and meet income limits composed of net household income plus available liquid resources (cash or money in the bank).
Individuals/families must have been a resident of one of these eight counties on April 27, 2011 to apply for assistance.Current food assistance recipients may not apply for benefits at the D-Snap location.
Individuals and families applying for the D-SNAP mustsubmit some form of identification, such as a photo I.D. or documents that contain your name and/or address to verify identity and residence in the disaster-designated county. However, if a person does not have identifying documents due to storm damage, they can bring someone to verify their identity.
Individuals/families that qualify will receive a one-time benefit based on household size. After completing the application, qualified individuals and families will be issued an Electronic Benefit Transfer (EBT) card. Benefits can be accessed using the EBT card after they are posted to the account. Benefits will be available within four (4) days after the application is filed.

Under D-SNAP, current food assistance recipients who reside in a disaster-designated county, and have not already received the maximum benefit for the month of May, received an additional amount that gives them the maximum monthly benefit allowed for their household size. These benefits were issued automatically and there is no action required of current food assistance recipients.
Households that already receive the maximum monthly benefits for May will not receive an increase.
On May 1, 2011, DHR issued benefits early to current recipients in Bibb, Blount, Calhoun, Cherokee, Chilton, Colbert ,Cullman, DeKalb, Elmore, Etowah, Fayette, Franklin, Hale, Jackson, Jefferson, Lauderdale, Lawrence, Limestone, Madison, Marion, Marshall, Morgan, St. Clair, Talladega, Tallapoosa, Tuscaloosa, and Walker Counties.
On May 2, 2011, FNS approved a temporary waiver that permits food assistance recipients to use their benefits to purchase hot foods in those counties designated for disaster assistance. The waiver is effective through May 31, 2011.
Other programs designed to assist families with their nutritional needs are being pursued and will be announced as they become available.
All states operate the food assistance program according to regulations set forth by the U.S. Department of Agriculture.
