General Information The following information was provided by a Giving Board member FEMA often helps with back rent and utilities. The Energy Outreach Coalition. You can usually find out about local chapters through the utility companies themselves. The Energy Assistance Programs that are operated through social services. These programs are usually much easier to qualify for than other assistance programs such as Food Stamps.
