He held a news conference with the Mayor of Bismarck, the Burleigh County Sheriff, the national guard and the department of health. Amanda Tetlak was there and she is here with more on what authorities are doing to help the flooding situation. The Fox Island and Southport areas are under a mandatory evacuation because of the flooding caused by an ice jam between here and the South Dakota border. The governor says the only way to fix the problem is to break up the ice. He brought in a FEMA expert from Nebraska who says it can be done with explosives and salt. But they have to do the job with a black hawk helicopter over the river, and because of the current wind and snow, they can`t go up. The Governor has called for federal assistance and believes the state can get between 90 and 75-percent from the federal government. Hoeven says a demolition crew is on the way from Pittsburgh and explosives are en route from Camp Grafton and just as soon as the National Guard can safely get a blackhawk in the air, it will. Just about every company has closed down for the day, and the Governor is monitoring the flooding of the Missouri. He held a news conference with the Mayor of Bismarck, the Burleigh County Sheriff, the national guard and the department of health. Amanda Tetlak was there and she is here with more on what authorities are doing to help the flooding situation. The Fox Island and Southport areas are under a mandatory evacuation because of the flooding caused by an ice jam between here and the South Dakota border. The governor says the only way to fix the problem is to break up the ice. He brought in a FEMA expert from Nebraska who says it can be done with explosives and salt. But they have to do the job with a black hawk helicopter over the river, and because of the current wind and snow, they can`t go up. The Governor has called for federal assistance and believes the state can get between 90 and 75-percent from the federal government. Hoeven says a demolition crew is on the way from Pittsburgh and explosives are en route from Camp Grafton and just as soon as the National Guard can safely get a blackhawk in the air, it will. But it likely won`t happen until tomorrow. "So it`s really not an issue of resources," Hoeven says. "It`s an issue of making sure we do everything we can to mitigate flooding and help homeowners wherever we can and beyond that to do anything we can to break that ice jam and try to get water flowing south of Bismarck." In the meantime, they`re trying to mitigate the problem by evacuating people where necessary and sandbagging where possible. For those who were evacuated, the Red Cross has set up an emergency shelter at the First Evangelical Church in Bismarck.
