The Recovery Organization of Coffee County (ROCC) was formed following the March 1 tornado in Enterprise. ROCC was made up of faith-based organizations, social service agencies and concerned individuals with one common goal; to assist individuals affected by the tornado with their unmet storm related needs.

The work of ROCC was accomplished by gathering volunteers, materials resources, and monetary donations to meet the needs of those who were affected.

ROCC used damage information collected immediately after the storm by the American Red Cross Disaster Assessment Team and door-to-door surveys to gather as much accurate data as possible. This information was immediately passed on to other agencies to assist the agencies in delivering fast, accurate services. Member agencies supplied immediate emergency assistance for the first 30-days after the disaster.

On April 1, 2007, a location was established for ROCC to start the enormous task of offering long-term recovery. Using a nationally-established criteria process, ROCC agreed to process long-term recovery applications for assistance.

During the first three months ROCC sent 274 cases to the Citizen's Committee appointed by Mayor Kenneth Boswell. The Citizen's Committee was responsible for distributing the monies donated to the City of Enterprise by individuals from across the country.

ROCC provided the trained caseworkers who worked directly with clients to apply for these funds. Funding decisions were made by the Citizen's Committee and distributed through the Chamber of Commerce.

ROCC's caseworkers and consumer advocate assisted clients in applying for insurance benefits, FEMA grants as well as a variety of unmet needs specific to each client's situation.

Verified unmet needs such as household items and home repair were then presented by the caseworkers to the ROCC for monetary disbursements which were paid to the provider of those goods or services. Assistance was provided based on each individual family's needs.

Volunteer hours provided by ROCC caseworkers and their consumer advocate totaled 8,276 hours.

An estimated monetary amount based on a pay scale of $10.00 an hour would amount to a staggering $82,760.00. FEMA provided assistance to 1,383 homes in Coffee County for a total of $1,099,496.00.

ROCC is proud to announce that a large portion of funds donated directly to ROCC are being used to sponsor two homes to be built by Habitat for Humanity Groundbreaking for these homes will be Sunday, March 2, 2008.

ROCC has evolved from an unmet needs committee for a single disaster to a permanent VOAD group (Volunteer Organizations Assisting in Disaster). The Volunteer Organization Assisting in Disaster has applied for 501(c) 3 tax-exemption status. Representatives from Enterprise, Elba, Kinston and New Brocton are working together to form a countywide organized plan for the recovery process before the next disaster.

The ROCC is an example of how the community, partnering agencies and local volunteers can work together to make recovery possible in times of disaster. Now is the time to plan for the future by supporting the countywide VOAD. All groups, organizations, churches, agencies or individuals are invited to become active members of the Recovery Organization of Coffee County.
