Mission: FOCAS exists primarily to encourage a strong adoption program for animals impounded in the three shelters operated by the County of San Diego Department of Animal Services.

FOCAS is a volunteer, non-profit organization formed to help the lost and abandoned dogs and cats in these public shelters. We are a tax-exempt 501(C)(3) charity. FOCAS has no shelters of its own, but works with the three County shelters: North (Carlsbad), South (Bonita), and Central San Diego. FOCAS assists these dogs and cats in a variety of ways:

* providing an adoption counselor at each of the three county animal shelters
* arranging weekend adoption events
* advertising animals for adoption every day
* paying some of the veterinary costs and adoption fees when a responsible
* adopter needs assistance in order to adopt a shelter animal
* insisting that all animals receiving assistance be spayed or neutered
* operating a limited foster home program for a few animals from the shelters
* providing shelter upgrades to improve conditions for impounded animals
* promoting public education concerning responsible, committed pet ownership
